THE PROBLEM
Which licensing rule applied when that course started?
Regulation (EU) No 1178/2011 governs licences, ratings, medical certificates and the organisations that deliver the training. It is amended frequently, and the amendments reach deep into individual FCL paragraphs — credit rules, recency, examiner privileges.
