An operator established outside the EU needs a TCO authorisation from EASA before it may fly commercially into, within or out of the Union. Regulation (EU) No 452/2014 sets what you must demonstrate; the authority requirements set how EASA assesses it and how oversight continues afterwards.
You are complying with a European regulation from outside Europe, usually alongside your own national rules. The text you cite in an application or a change notification has to be the version in force on the day you file it.
